Disaster Emergency Services

The City of Rollingwood Texas is an official participating agency in the Travis County Emergency Management Basic Plan.  This plan functions as the Disaster Services Plan as required by the City's Code of Ordinances, Section 8-19. The plan is based on the National Incident Management System (NIMS). NIMS is a comprehensive, national approach to incident management that is applicable to all jurisdictional levels and across functional disciplines. This system is suitable across a wide range of incidents and hazard scenarios, regardless of size or complexity. It provides a flexible framework for all phases of incident management, as well as requirements for the purposes, procedures and systems designed to improve interoperability.

Rollingwood is a small community with limited personnel, supplies and resources to address large scale incidents. By participating in a larger regional plan, Rollingwood benefits from the assets and resources of our regional, state and national partners. Should an emergency event or situation take place that significantly impacts the City, Rollingwood officials would staff key command positions as per the NIMS protocols. 

The officers of the Rollingwood police department have completed training in NIMS and the Incident Command System (ICS). This allows them to speak the same language and follow the same standardized procedures of other participants across the region as well as the nation. Rollingwood Police and Westlake Fire Department would be the first responders in an incident in Rollingwood and would make initial assessments and assume command until the resolution of the situation or assisted by others with the authority and expertise to mitigate the situation.

The Mayor of Rollingwood serves as the chair of the emergency services committee and serves as the municipal disaster coordinator for the City of Rollingwood. The Mayor also serves as the Governor's designated agent in the administration and supervision of disaster management duties set out in state law and may exercise the same powers granted to the Governor under the Texas Disaster Act of 1975 (Chapter 418 of the Government Code) on an appropriate local level.

The City Administrator serves as the City's Assistant Disaster Coordinator and as the Emergency Management Coordinator (EMC).  The EMC is responsible for disaster response preparedness, to include personnel, equipment and facilities. The EMC will have the lead role in coordination of major events up to and including declared disasters at the local level.
