Process for Oversight of Tax Notes Series 2020 Funds

At the regular meeting on October 21, 2020, the City Council of the City of Rollingwood approved a process for oversight of the Tax Notes Series 2020. This process includes a series of steps that must be followed in order for a project to be funded by the Tax Notes series 2020. The steps are outlined below:

1. Placement of an item on a City Council Agenda to place a proposed project on a Tax Note Series 2020 consideration list. The agenda item must include (a) an estimate of the proposed project cost; (b)an estimate of the  proposed project timeline; (c) any public health or safety features of a proposed project; (d)status of any required easements or other agreements required for the proposed project to be shovel ready.

(a) Council majority vote is required to approve a proposed project for the consideration list, and

(b)Triggers a public engagement process

2. Public Engagement Process

(a) Public Hearing for the proposed project during a regularly scheduled City Council Meeting.

3. Majority vote of the Council to approve the proposed project to move forward with funding expected from the Tax Note Series 2020 funds.
4. A webpage on the City website dedicated to Tax Note Series 2020 funded projects that identifies each proposed project request and status through the first three stages above.

 

Status of Proposed Projects:

Proposed Project 1 (APPROVED): Preliminary Engineering Report for drainage improvements at Nixon and Pleasant Drives which is, a) estimated to cost $84,183, b) estimated to take 90 days, c) analyze public safety issues posed by flooding, and d) identify easement need. 

  1. October 21, 2020 Regular City Council Meeting - Project approved unanimously for placement on the project consideration list. 
  2. Public Engagement Process - Public Hearing held on Wednesday, November 16, 2020 Regular City Council Meeting at 6:30 p.m.
  3. Item to consider approval of project passed 5-0 at the November 16, 2020 Regular City Council Meeting at 6:30 p.m. 

Proposed Project 2 (APPROVED): Preliminary Engineering Report for drainage improvements at or near Hubbard Circle which is, a) estimated to cost $59,512 b) estimated to take 90 days, c) analyze public safety issues posed by flooding, and d) identify easement need.

  1. June 17, 2020 City Council motioned to issue an RFP to proceed with the regional drainage project in the area at or near Hubbard Circle. Placed on January 20, 2021 City Council meeting agenda to officially place project on the consideration list. 
  2. Public Engagement Process - Public Hearing held on Wednesday, January 20, 2021 Regular City Council Meeting at 6:30 p.m. 
  3. Item to consider approval of project passed 5-0 at the January 20, 2021 Regular City Council Meeting at 6:30 p.m.

Proposed Project 3: Design and construction for drainage improvements at Nixon, Pleasant, that is (a) estimated to cost $1,000,000, (b) will commence construction on or around January 2022, (c) will improve public safety during flooding conditions, and (d) necessary easements will be secured after project is designed

  1. July 21, 2021 City Council Meeting - Project approved unanimously for placement on the project consideration list. 
  2. Public Engagement Process - Public Hearing will be held on Wednesday, August 25, 2021 Regular City Council Meeting at 5:30 p.m.
  3. Item to consider approval of project placed on the Wednesday, August 25, 2021 Regualr City Council Meeting at 5:30 p.m.

Proposed Project 4: Design and construction for drainage improvements at Hubbard, Hatley, Pickwick, that is (a) estimated to cost $1,000,000, (b) will commence construction on or around January 2022, (c) will improve public safety during flooding conditions, and (d) necessary easements will be secured after project is designed

  1. July 21, 2021 City Council Meeting - Project approved unanimously for placement on the project consideration list. 
  2. Public Engagement Process - Public Hearing will be held on Wednesday, August 25, 2021 Regular City Council Meeting at 5:30 p.m.
  3. Item to consider approval of project placed on the Wednesday, August 25, 2021 Regualr City Council Meeting at 5:30 p.m.
